Using the Nuxeo email fetch capabilities it possible to use IMAP's ability to navigate email folders to download the contents of a specific email folder from an email server to the Nuxeo repository?

Answer: The lower level java.mail api enables to fetch a specific folder only. So this would definitly be an interesting (not very big) evolution (it would be just one more parameter to configure on the mailfolder).
