Answer: No. We used to make a distinction, but this is not the case anymore, so you can consider that the plugins directory is kept only for compatibility. Can you please tell where you saw that the plugins directory was mentioned? Thanks

Answer: It's a bug: we pre-check ports at launch time so we don't try to use a port already in use, but this case wasn't taken into account. See NXP-11318
